What is a certified translation and what does it imply? What documents require a certified translation? (only within Argentina, City of Buenos Aires)
Each and every document to be filed in a government office in the city of Buenos Aires has to be certified by the Colegio de Traductores Públicos de la Ciudad de Buenos Aires. Sometimes this is also required by foreign governments.

In the case of documents from Argentina to be filed abroad, which are the steps to follow before having them translated?
Before anything else, all the documents must have the seals of the departments in charge of certifying the signatures that appear in them (e.g. Education Ministry or Ministry of the Interior).
After that, most of the countries in the world which have signed the "Convention de La Haye du 5 octobre 1961", require the Apostille by the Argentine Ministry of Foreign Affairs, Commerce and Worship.
Only after all this is done, the document can be translated into the corresponding language and then certified.
